Repayment of my health insurance premiums?

I received a letter in the mail a week ago, and can't locate it now. It was explaining as to how there is a government program in place to reinburse for health insurance premiums paid if someone in your household gets NC Medicaid? Anyone know about this as for the life of me I can't put my hands on the letter. Any insight would be helpful. Thanks.

State auto insurance vs. state of registration?

I am currently working a temporary job away from home in another state not my permanent residence (I am living there for the term of the employment). While there I bought another vehicle and registered it in that state and when insuring it moved my other car to the policy not realizing this could cause a problem. Now on my first vehicle, which was registered in my home state, the home state has refused to renew the registration because it carries out of state insurance. However, I also don't own the first vehicle, it is owned by my parents who are a resident of my home state, I just use it and pay the insurance. So unless I am missing anything, It looks like I am basically going to be forced to register that vehicle in a state where I do not have residence or cancel my insurance policy and get insurance for only that vehicle through a provider in my home state. Is this it or are there other options? I'm confused because they let me renew last year even though I had the out of state insurance, but I had switched during that year so maybe they considered me part-time or something. I would like to avoid changing any state registrations for the time being, because this process is expensive and complicated between the two states in question. Someone told me the cheapest option might be to get a minimum liability policy on the car in my home state so they will give me registration, but I have never heard of that and I'm not sure if that is ok (having two insurance policies on the same vehicle)? I am not trying to play tricks or loophole anything here, I just want to figure out my options and get this done without costing me a lot of money or time.

I'm 16 right now and I have been diagnosed with major depressive. My mom lost her insurance in May last year and I haven't been to a doctor since. My symptoms are getting worse and I attempted suicide a couple months ago (refused to see a doctor afterwards because I didn't want social services to get involved). I have a family history with depression and mood disorders and my condition is only getting worse. I tried to get insurance all summer and fall last year, but I couldn't qualify for medi cal (I live in california) because of my age supposedly and my old doctor refused to sign off on minors consent. I would rather continue on and die in my condition than go to the foster home in my area, I've met kids stuck in that system and continuing on without medical care seems better than living in that hell hole. And I certainly wouldn't wish that on my little brother.

I had two aunts with lupus, both lived in California and had insurance, until they moved to Texas. If they could have kept their insurance, they would have, but for some odd reason liberals are against insurance across state lines. They had no problem finding insurance, they just had to be out of pocket for 12 months. HIPAA also states that if you can go six months without any medical visits, advice/procedures, insurance companies are not allowed to look further than that and must not apply the exclusion period. If I do well in my senior year of school, my parents will by me a car! I have done a bit of research, and concluded that i would like something along the lines of a Toyota Supra. I am not too interested in power and racing qualities e.c.t but i love the way it looks. A Toyota Celica also looks looks on the cards. I live in Virginia and it's time to renew my auto insurance policy by the end of this month with Progressive, and I've got a Defective Equipment charge coming back from 3/8/2010 causing my rates to go up. I am not sure why this is causing my rates to go up because its not a moving violation and it carries no demerit points with DMV, its simply an equipment charge. The charge is vague and could mean anything really...from a taillight out, to a hanging exhaust, to a bent wheel, to even a headlight out. I'm going back and forth with the insurance company about this because its rediculous that this kind of charge would cause an increase in my rates. They stated that this info came from a C.L.U.E. report...I know what a C.L.U.E. report is and its pretty much a bunch of reports in one including my Motor Vehicle Report, which is where they are getting the Defective Equipment . I spoke with a lawyer that I know from a few years back on a seperate traffic case, and he even mentioned that he thinks it's a lie to have rates go up for this sort of charge.
